Disruptions due to demonetization and GST: Solar power SCOD put off by regulator

Scheduled Commercial Operation Date for a solar power plant was allowed to be deferred by regulators citing the following grounds
8Demonetization of high-value currency by the central government
8Unprecedented and incessant rains and massive storms
8Introduction of GST resulted in uncertainty in the tax regime which slowed down manufacturing and as well as the service industry
8Reduction in anti-dumping duty by the European Union.
8Clearly, more than technical reasons can now be proffered for an extension of the SCOD.
8Will this now be the norm?
